The Controller of Budget, FCPA Dr. Margaret Nyakang’o, presided over the conclusion of a pivotal training program for key officers tasked with supporting budget oversight through Monitoring and Evaluation (M&E) at the Kenya School of Government (KSG), Matuga Campus.
In her remarks, Dr. Nyakang’o emphasised that the training was deliberately designed to strengthen the constitutional mandate of the Office under Article 228(5) of the Constitution and Section 5(b) of the Controller of Budget Act, 2016. By equipping technical staff with advanced M&E skills, the office is better positioned to uphold accountability, transparency, and prudent use of public funds across both national and county governments.

The program was intended to build institutional capacity in designing and implementing effective M&E systems, developing performance indicators, improving data quality and integrity, and leveraging digital tools. Participants gained hands-on experience in logical frameworks, evaluation methodologies, and applying findings to decision-making processes. Importantly, these competencies will not only enhance the quality of the reporting function but also enable trained officers to serve as Trainers of Trainers (TOTs), ensuring that knowledge is cascaded across the institution. This approach strengthens OCoB’s ability to deliver on the oversight responsibilities in a sustainable and impactful manner.
The timing of the training was particularly strategic, coinciding with the near completion of county-level evaluations, where key implementation gaps have been identified and appropriate recommendations provided. With national government institutions next in line for assessment, the training provides a solid foundation for ensuring that limited public resources are utilized effectively to improve service delivery nationwide.
Dr. Nyakang’o expressed her gratitude to KSG for delivering a comprehensive and practical program and congratulated all participants for their dedication. She underscored the importance of collaboration, continuous learning, and fostering a culture of accountability as essential pillars in strengthening oversight and driving better development outcomes.
