The 6^th Annual Conference of Constitutional Commissions and Independent Offices was organized by the Forum of Chairpersons of Constitutional Commissions and Holders of Independent Offices, which brings together these institutions to deliberate on their experiences and to share with the public their individual and collective mandates. The Forum was established pursuant to the constitutional mandates of these institutions that include the protection of the sovereignty of the people of Kenya and ensuring observance by all state organs of democratic values and principles as stipulated under Article 249 (1) of the Constitution.

The decision to establish the Forum arose from the need to provide an avenue for collaboration and consultation without compromising the independence of each of the institutions as envisaged by Chapter 15 of the Constitution.

The Forum has since inception in May 2012,  held five annual conferences in the counties of Mombasa, Kwale, Kisumu, Uasin Gishu and Nairobi  City to take stock of the progress in the implementation of the Constitution and to address challenges arising thereof.

This 6^th Annual Conference was held in Nyeri under the theme: Five Years of Devolution: The Gains, challenges and lessons learnt. The Conference provided Chairpersons of Constitutional Commissions and Holders of Independent Offices with a platform to engage with each other and the citizens of Kenya in order to assess the successes made by the constitutional offices in the first five years of devolution. It also identified the challenges they have faced in realizing their respective and collective mandates under Article 249 of the Constitution of Kenya, 2010 and, also provided an opportunity to look at ways of improving performance and addressing the challenges that these institutions have faced in discharging their mandates.

The overall objective was to evaluate the impact of these independent institutions in improving the quality of life of Kenyans in line with the Social Development Goals and to reflect on their roles and their relationship with other arms for government, especially the Executive.
