Funding is fundamental in the realization of the Universal Health Care which is one of the big four agendas. The former provincial hospitals which are now level five hospitals have the burden of serving more than one county yet these counties are not allocated additional funds in the shareable revenue. Recognizing that health is critical to the well-being of a nation, the national government has over the years issued conditional grants specifically for purposes of enabling level five hospitals to deliver effective services to the citizens.

However, it has been reported that because there is no specific mechanism of ensuring that the grants for level five hospitals are channelled to the facilities, the funds are often diverted by the county to other projects, as a result, the services at the level five hospitals continue to deteriorate.

For this reason, a team from Boresha Maisha, a Non-Governmental Organisation led by Hon. Priscilla Nyokabi requested for a meeting with the Controller of Budget to discuss ways through which the conditional grants meant for level five facilities could be secured to ensure that the funds are utilized for the intended purposes.

The Controller of Budget proposed that one way through which the funds could be secured is obligating counties to ring-fence the amount opening specific accounts at the Central Bank of Kenya into which the conditional grants for level five hospitals would be deposited.
